Breaking the Promise: The Politics of Domestic HIV Prevention
This report documents the impact of the Bush administration’s HIV-prevention policy, specifically its cuts to scientifically based prevention strategies and increases in funding to abstinence-only-until-marriage programs.  The report concludes by offering seven recommendations for returning to the sound public health policies necessary for effective HIV-prevention efforts.
